View/Monitor Capabilities

Are there any plans to add a role for viewing and/or monitoring documents?  I've received multiple inquiries from areas that would like to have someone be able to view the progress of documents, etc. but not be included in the approval process.  I hesitate to make all of these individuals manual owners as it gives more capabilities than needed.
